Arlington Mayor Jim Ross I know this article comes from a different state but I hope you will join in and follow suit. Thank you Last week, the Village of Peoria Heights Board unanimously approved an ordinance prohibiting the sale of kratom. What is kratom? I didn't know either until a local mother contacted me and spoke of the devastating impact this largely unregulated drug had on her family. Her story was eye opening and I appreciate her advocacy on this important issue. I also appreciate John Kahl Mayor of East Peoria, Mayor Mary Burress and State Rep. Bill Hauter for their assistance in connecting me with epidemiologist Megan Hanley of the Tazewell County Health Department. Megan's evidence based approach to this subject was critical in getting our ordinance passed. Furthermore, I Will be working with our representatives in Springfield and the Illinois Municipal League to ensure SB3160 and HB4930 are adopted and HB4737 is defeated. Any bill that limits the home rule power of a community to protect its citizens should be condemned. ORDINANCE NO. 2026 - 1785 AN ORDINANCE AMENDING THE VILLAGE CODE OF THE VILLAGE OF PEORIA HEIGHTS TO PROHIBIT SALE OF KRATOM IN THE VILLAGE WHEREAS, as provided in Title 6, Chapter 7 of the Peoria Heights Village Code, the Village of Peoria Heights prohibits and regulates the possession, sale, and delivery of controlled substances, cannabis and other products containing THC, except as otherwise permitted under Illinois Law; and WHEREAS, the Village has the authority under the Illinois Municipal Code to define and prevent public nuisances (65 ILCS 5/11-60-2) and to promote health (65 ILCS 5/11-20-5); and WHEREAS, Village officials have become aware of certain health-related incidents involving the substance known as "Kratom", which has known psychoactive and intoxicating effects and is currently prohibited in Illinois to sell to minors or to be possessed by minors under the Kratom Control Act (720 ILCS 642/1, et seq.); and WHEREAS, Kratom has been documented to cause effects such as mental and neurological symptoms, cardiovascular, gastrointestinal, liver, and respiratory problems, and has been associated with overdose and death; and WHEREAS, the Village Board hereby finds that Kratom is a public nuisance and a threat to the safety, health, and well-being of its citizens and all members of the general public; and WHEREAS, the Village Board seeks to ban the sale of Kratom in the Village; and WHEREAS, the Village Board finds that adoption of the proposed amendments to Section 1-4-1 and Section 6-7-1 of the Peoria Heights Village Code will promote the health, safety, and welfare of the Village, its citizens, and the general public, and that said amendments are in the best interest of the Village of Peoria Heights and its citizens.
